Doctor Octopus and his Sinister Syndicate are threatening to do all sorts of bad things if the City of New York is not surrendered immediately. This is why the building was empty, but you probably won't realize that right away. So as you board the S.C.O.O.P., Jameson will downplay the danger he's putting you in as he sends you off into the city for pictures.
